Fife Structure Plan 2006 - 2026

The Fife Structure Plan 2006 - 2026 was approved by the Scottish Government on the 22nd May 2009 and has become operative from 24th May 2009. This is the key strategic land use document which will shape the future of Fife over the next 20 years.

The Approved Fife Structure Plan has been produced by the Scottish Government and is now available. Accompanying the Approved Plan are the Scottish Government’s justifications for modifications made since the last round of consultation in December 2008 and information on why other changes, recommended by objectors during the last consultation, have not been made. Scottish Government proposed Modifications 2008
The statutory requirements relating to structure plans include scope for Scottish Ministers making modifications to structure plans which may materially affect their content. Preparation by Scottish Government of the Modifications took place in 2008, following analysis of public consultation responses to the Fife Structure Plan and Housing Land Re-Appraisal.
 
The Proposed Modifications published by the Scottish Government marked the final stage of consultation on the Finalised Fife Structure Plan 2006-26. The Scottish Government were required to consider any objections to the proposed modifications before the Plan could be approved by Ministers.
 
The Scottish Government’s Proposed Modifications are a list of alterations that were proposed to be made to the Fife Structure Plan for it to be considered acceptable by Scottish Government before its final approval. The consultation period ran for 8 weeks from 9th December 2008 until 2nd February 2009.
 
Housing Land Re-appraisal 2007
Since the plan was sent to the Ministers in June 2006, new official household size projections were published. The housing land part of the Finalised Structure Plan was re-appraised in 2007 to allow this new information to be taken into account and a public consultation was carried out on the options between 20 August and 12 October 2007.
Consequent proposed modifications arising from the re-appraisal were approved by Fife Council on 20 December 2007. These were sent to the Scottish Government who issued them for public consultation which ended on 11th March 2008. Finalised Fife Structure Plan 2006
The Finalised Fife Structure Plan 2006-2026 Written Statement set out how we’d like Fife to develop from 2006 to 2026. it was accompanied by a number of supporting documents including:
  • The report of survey provides background information on the policies and proposals in the finalised structure plan.
  • The action plan sets out how and when we will put our plans into place.
  • The sustainability appraisal and strategic environmental assessment evaluates how sustainable our policies and proposals are and assesses our plan for the impact it will have on the environment. This has now been superseded by the strategic environmental assessment on the Fife Structure Plan Housing Land Requirement Re-appraisal.
  • Potential of options for strategic growth shows how we selected the strategic areas for development.
  • The publicity and consultation statement summarises all the comments we received when we were consulting on our draft plan. It also contains our response to these comments. Because of the size of this document, we cannot provide it as a download. As we were preparing our Structure Plan, research was carried out to help us make our decisions. This included:

  • Retail capacity study
  • Landscape plans
  • Identifying areas of search for groupings of wind turbines
  • Housing Market Areas in Fife
We also regularly monitor the housing, employment and retail sectors and used this information as we prepared the Structure Plan.
