all matters relating to the provision and regulation of education and services for children including:-

• in consultation with the Social Work and Health Committee, the promotion of children's health and welfare (including the preparation, publication and review of a plan for the provision of services for children in Fife);
• provision of child care;
• pre-school and school education;
• the intellectual, personal, social and cultural development of children;
• the development of a Fife Play Strategy;
• promotion of parental involvement and participation in their children's education;
• the development and maintenance of links between schools and further and higher educational establishments, employers and other agencies including training agencies;
• looked after children within the meaning of the Children's (Scotland) Act 1995;
• matters relating to the statutory responsibilities of the Council and the Chief Social Work Officer concerning the care and protection of children;
• the planning and co-ordination of corporate and comprehensive services for children in consultation with the Social Work and Health Committee and other Council Committees as appropriate;

Scrutiny and Performance Review

The Committee shall be responsible for the scrutiny and review of performance of the functions remitted to them as provided for in paragraphs 3.8 to 3.10 of this Scheme.
