Welcome to the Fife Access Forum website

Scotland's outdoors, whether in the countryside or in the greenspaces of towns and cities offers many attractive opportunities to get out and enjoy fresh air and peaceful surroundings, or to take part in more active pursuits. It is also where farmers, foresters and many other land managers earn their living.

Fife Access Forum advises Fife Council on achieving a balance between public use of the outdoors and those living and working there.

The Land Reform (Scotland) Act 2003 is the legislation which has most influence on our access to the outdoors. Whether we are users of the countryside such as walkers, cyclists or horse riders, or land managers, this legislation and the associated Scottish Outdoor Access Code gives clear guidance to our rights and responsibilities. The Act also introduces new duties for access authorities such as Fife Council. One such duty is to establish an Access Forum for the area.  Fife Access Forum has been set up following guidance issued by Scottish Natural Heritage and the Paths for All Partnership.

Our Objectives

In summary, the objectives of Fife Access Forum are to :


1. provide advice to Fife Council and anyone else on access rights, rights of way and core paths.
2. to offer advice to the parties to an access dispute to assist with the resolution of the dispute.
3. to respond to consultations from Fife Council and others on matters to do with access to the outdoors.

The Forum constitution covers these points in more detail, and also matters relating to Forum composition and membership, and procedures for holding Forum meetings.
