Fife's Communities are becoming safer

Fife is becoming an even safer place to live, work and visit.

That was the conclusion presented to Councillors at today’s, Thursday October 15, meeting of the Police, Fire and Safety Committee.

Councillor George Kay, Committee Chair, welcomed a report showing the progress made by Fife’s Community Safety Partnership in making the Kingdom’s communities safer.

“This is terrific news for us as we are well on course to meet one of the Council’s top priorities of improving community safety.  I hope this continues in the coming years and we can build on our achievements so far.”

Report author Tim Kendrick, Partnership and Policy Manager explained there are four key areas of work for the Partnership between now and 2011.

These were: Ensuring there is less crime and fear of crime; less antisocial and nuisance behaviour; less abuse of women and children; fewer injuries and losses of life at home and on the roads.

Key challenges for 2010 include: Implementing a joint Fife-wide database for antisocial behaviour – to ensure a quick and co-ordinated response from services; expanding the joint reporting of racial incidents to cover all forms of hate crime; greater local work through the seven newly established area community safety co-ordinating groups.

Tim said planned activities in the next six months for the less crime and fear of crime objective include the development of a DVD to encourage the reporting of hate crime.  There will also be a number of projects which focus on promoting home security in Glenrothes that are being part funded by the Area Committee.

Over the previous year, anti-social behaviour showed a steady decline, with 7134 crimes of vandalism and malicious mischief reported in 2008/9 compared to an average of 10,110 from 2004 to 2007.  In the same year, Police referrals to the Children’s Reporter declined to 944, compared with 1,155 in the previous year.

Following initiatives to raise awareness and encourage reporting of domestic abuse the number of incidents reported to police were up by 1 % in 2008/9 to 3972 from 3946.  However, Fife has been selected as one of three areas in Scotland to pilot a project called CEDAR (children experiencing domestic abuse recovery).  Initial feedback from those taking part has been very positive.

Road casualties were down by around 20% in 2008/9 with 113 people killed or seriously injured compared with 154 in 2007/8.    Fire incidents and casualties were also down during the year, with almost 7,000 home and child safety visits carried out.

“I’d like to thank the efforts of all the Partners for their work so far in helping us meet the targets.  This is an enormous effort, but we cannot get complacent,” added Tim.

Assistant Chief Constable Andrew Barker of Fife Constabulary, Chair of the Fife Community Safety Partnership said: '"I welcome today’s report by Fife's Community Safety Partnership.

“Communities are safer when we all work towards a common goal and these figures are evidence of the cooperation between the police and partners who are equally tasked with providing services to our communities leading to a better quality of life.

“However, we are not complacent; the figures are there to be built upon to provide further benefits for the community and Fife Constabulary are committed to this principle."

Cllr Kay commented: “I hope we can continue our progress in meeting all our targets and objectives.  I know Fife is a great and safe place to live.  The figures presented today prove it.”

The Committee approved the report, and noted the progress being made by community planning partners in making Fife’s communities safer.
