INNOVATIVE schemes which have played a major role in making the Kingdom’s communities safer were recognized on Friday 31st October when Fife Constabulary hosted its seventh Problem-oriented Partnership Awards.

 

 

 

This years POP awards, categories represented the pillars of the Policing Plan.

 

The winners were the 'Window of Opportunity' anti-housebreaking initiative in Glenrothes,  the Youth Offender Management Team which has significantly reduced youth offending across Fife and the Under-21s Sale of Alcohol Project which reduced anti-social behaviour in Cupar  and Operation Take Control which cut deaths among under-25 drivers by 50 per cent. 

The overall winner was the Youth Offender Management Team.

 

And there was a special certificate for “Junior Problem Solver” Jack Thomson (3) whose emergency call to the police helped get urgent medical attention for Mum Leanne.

 

Chief Constable Norma Graham who opened the event said:

Problem-oriented Partnerships provide a real opportunity to make a diference to the quality of life in Fife.

 

The winning initiatives demonstrate how meaningful partnerships targeted toward areas of real concern such as anti-social behaviour and youth offending can deliver positive results, which benefit all of our communities across Fife.

 

The drive and enthusiasm of all those involved with these schemes is clear and reflects the strong commitment to partnership working that exists here in Fife.

 

Chief Constable Graham made special mention of Jack Thomson (3) who telephoned 999 when his mum was suffering from an epileptic fit and presented him with a unique Junior Problem Solver certificate and train set stating "For such a young boy Jack reacted very quickly and calmly. I know his family will be extremely proud of their 'Junior Problem Solver' ."

Tackling Crime - Under 21 Sale of Alcohol Project.

 

 

The 'Under 21 Sale of Alcohol Project' was introduced within the Cupar and Springfield areas with a view to reducing antisocial behaviour and associated criminality. The initiative involved a variety of organisations including Fife Constabulary personne, local retailers and relevant agencies.

 

 

The project aimed to limit the sale of alcohol to persons 21 years of age and over. The restriction was introduced to reduce the likelihood of young people obtaining and consuming alcohol reducing alcohol- related disorder and crime.

 

 

Initial indications are that the scheme was successful with a reduction in the number of complaints being received by the police. Local residents also provided positive feedback in relation to a perceived decrease in petty crimes and problem behaviour within the areas concerned.

 

 

 

Being There for The Community - Window of Opportunity

 

 

Following a spate of housebreakings within an area of Glenrothes partner agencies, including Fife Constabulary and Fife Cares, combined their resources to tackle the problem.

 

 

Following an assessment of the issue significant monies were obtained to enable new window locks to be provided for tenants and residents located within the relevant area. In addition a targeted police enforcement initiative resulted in the perpetrator being apprehended.

 

 

This coordinated activity resulted not only in the housebreakings ceasing but also in residents being reassured.

 

 

 

Safer Neighbourhoods - Youth Offender Management Scheme

 

 

The Youth Offender management Scheme provides a tiered response to juvenile offending within Fife .

 

 

It is a unique partnership approach is designed to ensure offenders are dealt with in an effective and proportionate manner. Partners include Fife Constabulary, Fife Council Social Work Service, the Scottish Children's Reporters Administration, SACRO, NHS Fife, the Safer Neighbourhoods Team and Fife Council Education Service.

 

 

The introduction of this process has reduced the number of persistent juvenile offenders in Fife .

 

 

 

Building on Success - Operation Take Control

 

 

Operation Take Control was instigated to target drivers of motor vehicles under the age of 25. This was as a result of analysis identifying that this demographic were significantly at risk of being involved in serious or fatal road traffic collisions.

 

 

Consequently Fife Constabulary, in association with Fife Camera Safety Partnership and VOSA utilised a variety of educational messages, coupled to the robust enforcement of existing legislative provisions, to address this significant issue.

 

 

At the conclusion of the initiative there was a 50% reduction in fatal road accidents.

 

 

POP Awards Co-ordinator Inspector Steven Mackay said "the standard of entries this year were very high and serve as exemplars of the broad cross section of activity being implemented throughout the Kingdom to address matters of obvious concern

 

 

”Nonetheless, these are only a few of the many excellent partnership projects operating within Fife, but they illustrate clearly that working in partnership, and crucially delivering results through partnership activity, has benefits for everyone in Fife.
