SMP guidance recommends developing a sustainable final plan through the assessment of policy scenarios, rather than considering locations in isolation. A policy scenario is the suite of policies for each Policy Unit that covers the three time periods or epochs - 0-20 years, 20-50 years and 50-100 years.
