Please note the Consultation period has closed. We are now analysing the representations and will report to Area and Planning Committees when this process is complete. Thereafter any unresolved objections are likely to be the subject of a Local Plan Examination.
The Finalised St Andrews & East Fife Local Plan 2009 was approved for consultation by Fife Council and is published as paper copies, cds, and on the web. An eight week consultation period on the Local Plan commenced on Friday 30th October, 2009 and finished on 24th December 2009.

The Plan is also available to view as paper copy in Libraries and Local Service Centres in the Plan area.
Paper copies are available to buy for £50. CD’s alone are £5. Prices including postage and packing.
Paper copies include a CD of the Plan that includes the Action Programme and Financial Framework, SEA V2, Appropriate Assessment, and all supporting papers.

St Andrews & East Fife Local Plan is one of the three new Local Plans being prepared for Fife. It sets out detailed policies and proposals which will guide development in the area up to 2018 so you can find out what is proposed for your community. It will replace the existing Local Plans for the area - the St Andrews Area, Cupar and Howe of Fife, Largo and East Neuk and Tay Coast Local Plans.
The area covered by the Plan is diverse with a mix of urban and rural towns and villages and attractive and varied coast and countryside.
Cupar and St Andrews are the main commercial and service centres in the Plan area. Farmimg, tourism and mineral extraction (principally sand and gravel) are all important to the local economy. St Andrews is a tourist attraction in its own right, famous internationally as 'The Home of Golf' and also for its University.
The Plan Strategy
The strategy is guided, to a large extent, by the Fife Structure plan 2006-26, which came into effect on 24 May 2009.
The local plan is concerned with matters such as:
- maintaining and enhancing the countryside
- directing new development to those areas most able to absorb it and where the most benefit will be gained
- the need to provide affordable housing
- the requirement to balance development pressure in the St Andrews area with the commitment to a Green Belt for the town.
Progress of the Local Plan
The Council approved the Finalised Draft Local Plan for consultation in August 2006. It was not published due to the review of the Fife Structure Plan.
A Position Statement was reported to Planning Committee on 21st October 2008. It detailed issues to be considered before the Finalised St Andrews and East Fife Local Plan 2009, and the SEA Second Stage Environmental Report, was published for public consultation later in 2009. The Plan was approved for consultation by Fife Council Planning Committee on 30th June 2009 and is now a material consideration in planning applications. There were changes to the St Andrews Settlement Map and St Andrews West Strategic Land Allocation diagram, and this approval was subject to the submission of an additional Report relevant to the St Andrews West Strategic Land Allocation. The Report relating to St Andrews West Visual Analysis was Item 05 at Planning Committee on 1st October 2009. You can view the Committee Report here. The appendices to the Committee Report can be found in the supporting documents of the online consultation.
A Plan Examination by an Appointee from the Scottish Government Directorate for Planning and Enforcement Appeals will occur before the Local Plan is Adopted.
Strategic Environmental Assessment of the Local Plan
The Local Plan Strategic Environmental Assessment (SEA) is important throughout the Local Plan process. It considers how the policies and proposals in the Local Plan might affect the environment and looks at reasonable alternatives.
