The draft Dunfermline & West Fife Local Plan will provide a context for the regeneration of local communities and for the promotion of a successful economy, guiding development to the most appropriate location while protecting the natural and built environment.
 
We started to prepare the Dunfermline & West Fife Local Plan in 2007 and published the Issues and Options paper and a Strategic Environmental Assessment – Draft Environmental Report in May 2008. This was the subject of public consultation between the 21st May 2008 and the 15th August 2008.
 
Reports on the responses to the Issues and Options and Strategic Environmental Assessment prepared by TPS Planning were published in January 2009 and are available via the publication list.
 
The draft Dunfermline & West Fife Local Plan was considered by City of Dunfermline, South West Fife and Cowdenbeath Area Committees between 16th September 2009 and 7th October 2009. The comments of the Area Committees were submitted to the Planning Committee which considered the Local Plan on 20th October 2009. The Planning Committee subject to some amendments, agreed to the publication of the draft Local Plan for public consultation.
 
The draft Local Plan was published for an 8 week public consultation which started on 22nd February 2010 and Statutory Public Notices were published in local press. These were in addition to the erection of site notices at allocated sites and the postal notification of neighbouring properties. The draft Local Plan consultation ended on 19th April 2010.
 
Drop In consultation events, which provided the opportunity for anyone wishing to obtain clarification about the contents of the draft Local Plan and consisted of a small exhibition showing the draft Local Plan Proposals Maps, details of how to respond to the draft Local Plan, and, details of the next stages in Local Plan process, were staged in Kincardine, Dunfermline and Inverkeithing. All were very well attended.

Paper copies of the draft Local Plan can be viewed at Fife Council Development Services hub offices at New City House, Dunfermline, at Fife Council Libraries and at Local Offices.  


The draft Local Plan will, subsequently, be the subject of an examination (formerly public inquiry) in Early 2011 and Adopted in 2012.

The Dunfermline & West Fife Local Plan area is covered by the current adopted local plans below, which will be replaced by the Dunfermline and West Fife Local Plan:

 

  • Dunfermline and the Coast Local Plan 2002
  • West Villages Local Plan 2002
  • West Villages Local Plan Alteration 2006


Part of the Cowdenbeath Area Local Plan 2003, will also be replaced, although most of the area covered by the plan is being included in the new Kirkcaldy & Mid-Fife Local Plan currently being prepared.
