Delivering planning reforms in Fife

The Planning etc (Scotland) Act 2006 is bringing major changes to the planning system. The new legislation is designed to let communities be better informed and have an early say in the planning process on national and major proposals.
Consultation with local communities is the key focus of the changes coming into effect from 3rd August.
Regulations came into force earlier this year (6th April 2009) to cover Hierarchy of Planning Applications, Pre-Application Screening Notices and Proposal of Application Notices.
What are the key changes being introduced from 3rd August?
- Planning appeals will be split into reviews processed by the Fife Planning Review Body or appeals processed by the Scottish Government Directorate of Planning and Environmental Appeals (DPEA).
- Planning Permission in Principle to replace Outline Planning Permission.
- Applications for Approval Required by a Condition to replace Approval of Reserved Matters.
- Requirement of applicants to notify Planning Authorities of their intention to start development previously granted permission and to display notices on site.
- Neighbour Notification - it will be up to the Local Authority to notify neighbours of applications.
- A requirement to provide Design and Access Statements for certain types of planning applications.
- A statutory 4 month period for a decision on planning applications for major and national developments. In all other cases the period is 2 months.
- Pre-determination Hearings for objectors to national developments which are significantly contrary to the local development plan.
- Weekly lists of planning applications validated are available online at planning.fife.gov.uk or in paper format within Development Services offices. Free internet access is available in all public libraries.
- The introduction of Processing Agreements.
