St Andrews & East Fife Local Plan Examination

What is an Examination?

An examination is a review of the unresolved representations made on the finalised local plan. The examination is undertaken by a person(s) appointed by Scottish Ministers called a reporter. The administration of the examination process is undertaken by the Directorate for Planning and Environmental Appeals (DPEA).

What's happened so far?
On 28th April 2011 Fife Council requested that the Directorate for Planning and Environmental Appeals arrange and manage an examination of the unresolved representations in respect of the St Andrews & East Fife Local Plan.  The Scottish Ministers appointed Ms Karen Heywood BSc(Hons) MPhil MRTPI on the 13th May 2011 to carry out the examination of the St Andrews & East Fife Local Plan in accordance with Section 19(3) of the amended Town and Country Planning Scotland Act 1997. Two additional reporters, Mr Richard G Dent BA(Hons) DipTP and Mr Don Rankin DipTCP MRTPI, were appointed on 10th June 2011.

A press notice was issued on the 10th June 2011 informing interested parties that the St Andrews & East Fife Local Plan had been sent to the Scottish Ministers for examination.

In January the reporters requested information on a small number of sites that could potentially be allocated for development in the local plan.  The council and those interested in developing these sites were given 14 days to respond to any comments made by neighbours. Thereafter, the reporters considered these additional representations and finalised their conclusions about these sites.
