St Andrews & East Fife Local Plan
News: The Post Adoption Strategic Environmental Assessment Statement has now been published (see below for details).
On 5th October 2012, Fife Council adopted the St Andrews & East Fife Local Plan.
The Plan and associated documents can be viewed in the list of publications at the bottom of this page. Planning policies and details of the plan's proposals are set out in the 'Written Statement'. Proposals maps for the Local Plan area as a whole and for individual settlementsare also listed in the publications section (see maps dated August 2012).
Copies of the Plan may also be inspected at the following locations during normal opening hours:
- Fife Council Enterprise, Planning & Protective Service Office at Kingdom House, Kingdom Avenue, Glenrothes
- Fife Council Libraries within the Local Plan area
The adopted St Andrews & East Fife Local Plan now forms part of the Development Plan for Fife and will supersede the current local plans covering the St Andrews & East Fife area. The following Local Plans have now been replaced:
- Adopted Cupar & Howe of Fife Local Plan (2003)
- Adopted Largo & East Neuk Local Plan (1995)
- Adopted St Andrews Area Local Plan (1996)
- Adopted Tay Coast Local Plan (1998)
About the St Andrews & East Fife Local Plan
The St Andrews & East Fife Local Plan is one of three new Local Plans being prepared in Fife. The Plan is guided by the Fife Structure Plan and sets out detailed policies and proposals to guide development over a 10 year period. The area covered by the Plan is diverse with a mix of urban and rural towns and villages and attractive and varied coast and countryside.
- Cupar and St Andrews are the main commercial and service centres in the Plan area
- Farmimg, tourism and mineral extraction (principally sand and gravel) are all important to the local economy
- St Andrews is a major tourist attraction, famous internationally as 'The Home of Golf' and also for its University
The local plan is concerned with matters such as:
- maintaining and enhancing the countryside
- directing new development to those areas most able to absorb it and where the most benefit will be gained
- the need to provide affordable housing
- the requirement to balance development pressure in the St Andrews area with the commitment to a Green Belt for the town

Earlier Stages
A Consultative Draft Local Plan was published in March 2005. You can download the plan statement, policies, settlement insets and background papers for this from the Publications section on this page. The Draft Plan was superseded by the Finalised Draft Local Plan 2009.
The Council approved the Finalised Draft Local Plan for consultation in August 2006. It was not published at that time due to the review of the Fife Structure Plan.
A Position Statement was reported to Planning Committee on 21st October 2008. It detailed issues to be considered before the Finalised St Andrews and East Fife Local Plan 2009, and the SEA Second Stage Environmental Report, were published for public consultation in June 2009. There were changes to the St Andrews Settlement Map and St Andrews West Strategic Land Allocation diagram, and this approval was subject to the submission of an additional Report relevant to the St Andrews West Strategic Land Allocation.
The Finalised St Andrews & East Fife Local Plan 2009 was approved for consultation and published as paper copies, CD's, and on the web. An eight week consultation on the Local Plan started on Friday 30th October, 2009 and ended on 24th December 2009.

Strategic Environmental Assessment of the Local Plan
The Local Plan Strategic Environmental Assessment (SEA) considers how the policies and proposals in the Local Plan might affect the environment.
The online version of the SEA Environmental Report (Version 2) and Appropriate Assessment of the St Andrews & East Fife Local Plan, including associated comments, can be viewed here. Or if you prefer you can download the SEA Non-Technical Summary (October 2009) from the Publications section on this page.
The SEA has now been further revised to assess the reporters recommendations to comply with relevant Regulations and European legislation. View the SEA V3 here
The Post-Adoption Strategic Environmental Assessment (SEA) Statement has been produced which sets out:
· How environmental considerations have been integrated into the Local Plan;
· How the Environmental Report, has been taken into account;
· How opinions and results of consultation under regulations 14 and 18 have been taken into account;
· Reasons for choosing the plan as adopted; and
· The measures to be taken to monitor the significant environmental effects of the Local Plan.
