Purpose of consultation

Licensing Board Policy Consultation 2018

 

Fife Licensing Board has published for consultation, its draft Statement of Licensing Policy for the period November 2018 to November 2023 and you are invited to submit your comments.

Through the policy statement, the Board wishes to promote the five statutory licensing objectives:

     Preventing crime and disorder

     Securing public safety

     Preventing public nuisance

     Protecting and improving public health

     Protecting children and young persons from harm

The draft Statement builds on the policy and practices set out in the Board’s current Statement. The draft Statement includes the Board’s expectations of applicants for licences relating to disabled access and facilities statements and members’ clubs, and also amends its policy relating to occasional licences and extended hours applications.

Overprovision

The Board has to include a statement in the policy as to the extent to which the Board considers there to be an overprovision of licensed premises or premises of a particular type in any locality in the Board’s area. Overprovision is where there are too many premises selling alcohol in a particular area.

Before preparing the draft Statement, the Board considered a joint report from NHS Fife, Fife Council and Fife Alcohol and Drugs partnership on The Provision and Impact of Alcohol in Fife. The Board considers that the information in the report indicates that there may be an overprovision of off sales premises including convenience shops and supermarkets in the Cowdenbeath, Kirkcaldy and Levenmouth areas. The Board specifically wants to hear your views on whether you consider there to be overprovision of off sales premises in these areas. The Board would also welcome any other views on overprovision in any part of Fife.

Consultation Events

The Board intends to hold a consultation event in each of the Cowdenbeath, Kirkcaldy and Levenmouth areas in which the Board considers there to be overprovision in August. Anyone is welcome to attend to obtain more information about overprovision in the area and to express your views on the matter. The dates and times of the events will be advertised on the Licensing Board’s page on www.fifedirect.org.uk shortly.

All respondents should be aware that the Fife Licensing Board is subject to the provisions of the Freedom of Information (Scotland) Act 2002 and will have to consider any request made to it for information relating to the responses made to this consultation. 

Following the closing date all responses will be analysed and considered by the Board along with any other available evidence.
