Secondary Catchment Examination (West Fife)

The Consultation Report in respect of the proposal to rezone the secondary catchment areas of Dunfermline, Inverkeithing, Queen Anne and Woodmill High Schools has been published online today.  This report can be found here.  This report will be considered by the Education & Children's Services Committee on 18 September 2018.

 

 

16 April 2018

On 27 March 2018, the Education & Children’s Services Committee of Fife Council authorised the Education & Children’s Services Directorate to undertake a statutory consultation in terms of the Schools (Consultation) (Scotland) Act 2010 on the proposal to rezone the secondary catchment areas of Dunfermline, Inverkeithing, Queen Anne and Woodmill High Schools.  The committee paper can be found here and the minute of the committee can be found by clicking here.

This means: 
 

  • the rezoning of addresses within the Camdean Primary School catchment area from Dunfermline High School to Inverkeithing High School.
  • the rezoning of addresses within the Kings Road Primary School catchment area from Dunfermline High School to Inverkeithing High School.
  • the rezoning of addresses within the Masterton Primary School catchment area from Woodmill High School to Dunfermline High School.
  • the rezoning of addresses within the Limekilns Primary School catchment area from Woodmill High School to Dunfermline High School.
  • the rezoning of addresses within the Torryburn Primary School catchment area from Inverkeithing High School to Queen Anne High School.
  • the rezoning of addresses within the Tulliallan Primary School catchment area from Dunfermline High School to Queen Anne High School.
  • the rezoning of those Canmore Primary School addresses currently within Woodmill High School catchment to Dunfermline High School catchment.
  • the rezoning of those Pitreavie Primary School addresses currently within Woodmill High School catchment to Dunfermline High School catchment.
  • the rezoning of those Commercial Primary School addresses currently within Woodmill High School catchment to Dunfermline High School catchment.
  • the rezoning of those Commercial Primary School addresses currently within Queen Anne High School catchment to Dunfermline High School catchment.

If the proposal is approved, the changes to the secondary catchment areas would take affect from August 2019.

The statutory consultation period will commence on Tuesday 17 April 2018 and will end on Tuesday 29 May 2018.   


Four separate public meetings have been arranged at: 

  • Dunfermline High School (Assembly Hall) on Thursday 19 April 2018 from 6.00-7.30 pm
  • Woodmill High School (Assembly Hall) on Monday 23 April 2018 from 6.00-7.30 pm
  • Queen Anne High School (Assembly Hall) on Tuesday 24 April 2018 from 6.00-7.30 pm
  • Inverkeithing High School (Assembly Hall) on Wednesday 23 May 2018 from 6.00-7.30 pm

At these meetings, council officers will give a presentation on the proposal, answer questions on it and record the oral representations of anyone who attends.
 

Informal drop-in sessions have also been arranged at: 

  • Dunfermline High School (Assembly Hall) on Thursday 19 April 2018 from 5.00-6.00 pm
  • Woodmill High School (Assembly Hall) on Monday 23 April 2018 from 5.00-6.00 pm
  • Queen Anne High School (Assembly Hall) on Tuesday 24 April 2018 from 5.00-6.00 pm
  • Inverkeithing High School (Assembly Hall) on Wednesday 23 May 2018 from 5.00-6.00 pm

At these sessions council officers will be available to give further information on the proposal, answer questions on it and provide Consultation Response Forms referred to below.

Printed copies of the Consultation Response Form will also be available at the public meetings, informal drop-in sessions, from the secondary and primary schools, council offices and libraries listed overleaf. 

Completed printed Consultation Response Forms should be returned to Dunfermline Catchment Review, Education & Children’s Services, 4thFloor, Rothesay House, Rothesay Place, Glenrothes KY7 5PQby Tuesday 29 May 2018.

In order to be taken into account, all views on the proposal in writing, by e-mail or by completion of the Consultation Response Form must arrive by the end of the consultation period on Tuesday 29 May 2018.

Following the conclusion of the consultation period the Council will review the proposal and prepare a Consultation Report for consideration by the Education & Children’s Services Committee. Further detail on this process is contained in the proposal paper.

 

 

04 October 2017

A proposal was submitted to the Education & Children’s Services Committee for consideration on 3 October 2017, seeking authorisation to commence a statutory consultation on 24 October 2017 on rezoning the existing catchment areas of Dunfermline, Inverkeithing, Queen Anne, and Woodmill High Schools.  The Committee at this meeting decided not to progress with statutory consultation on the proposal put forward at this point.
 

Following a lengthy discussion at the Committee, elected members instead asked for an alternative proposal paper to be prepared, which considers the options of rezoning addresses within the Tulliallan, Torryburn, Limekilns, Canmore, Pitreavie and Commercial Primary catchment areas only. 
 

An option that will resolve the capacity issues at Woodmill High School is, therefore, still being sought.

Parents/carers will be notified after the October holidays, to advise of the next steps and the proposed timeline for any future statutory consultation proposal.
 

As the statutory consultation is not going ahead at this point, the  proposed public meetings referred to in the draft proposal paper, will no longer go ahead:

  • Inverkeithing High School on Tuesday 14 November 2017 from 6.00-7.30 pm

The Committee on 4 July 2017 asked officers to undertake a further round of engagement with parents to discuss options available, before identifying a specific proposal for future consultation.  This programme of further engagement has now been arranged in the following schools:

  • Secondary catchment anomalies for the primary catchment areas of Commercial, Canmore and Pitreavie Primary Schools.

Secondary & Primary School Catchment Examination – Dunfermline & West Fife Area: Community Engagement Events

On 18 October 2016 Fife Council Executive Committee approved our proposal to hold meetings across the Dunfermline & West Fife area, providing the Education Service the opportunity to talk to parents/carers and wider stakeholders about a number of issues relating to education provision which the Education Service is expecting to face in the next few years. 
 

There are a number of challenges at present which impact on our existing school estate e.g. the number of pupils at Woodmill High School is expected to outweigh the number the building can accommodate; continued house building in the Dunfermline & West Fife area; the current irregularity with secondary catchment boundaries associated with our primary schools and the need for additional schools to support new pupils from new housing in this area of Fife.    
 

You are invited to come along to any of the informal drop-in information sessions listed below so you can: hear from officers the challenges in the area; discuss any particular concerns you may have and put forward suggestions on how the Education Service might be able to resolve these issues.  At this point in time no proposals have been put forward however we have a number of ideas to discuss.  The service is looking for feedback and comment from parents/carers/interested parties to contribute to the design of any future proposals that might come forward.

 

These sessions will be followed by a report to the Council’s Executive Committee which will outline specific options regarding any changes that might be required for the school estate.  It is our aim to be open and transparent and we would welcome the opportunity to have these discussions with you.

 

A number of meetings have been organised across the Dunfermline and West Fife area to ensure that local issues can be discussed and to ensure that there is a local venue suitable for all. These are listed below.

 

For parents with children attending St Columba’s RC High School and parents with children attending any of the associated primary schools situated within the Dunfermline and West Fife area (St Margaret’s, St Serf’s, St John’s, Holy Name RC Primary Schools) for ease of access we suggest that you choose the most appropriate venue for you.
