Scrutiny Committee calls in decision on changes to Fife's library services

The Council’s Education, Health and Social Care Scrutiny Committee met earlier today (Tuesday). The recent decision of the Executive Committee on the review of Fife’s library services was called-in for discussion as part of the meeting.


The Committee had a long discussion about the detail of the Executive Committee’s decision (you can read more about that here) and talked through the reasons why it was being called in to Scrutiny Committee for inspection.


Following a vote, the Committee agreed to submit a range of recommendations back to the Executive Committee for consideration. The  recommendations include that funding is made available to keep the 16 libraries proposed for closure open for one further year to allow adequate time for alternative delivery models to be developed.


It also recommends full costings, details of locations, hours of availability and a timescale for proposals to move public access PCs, are provided.


Cllr Susan Leslie, Chair of the Committee said: “It’s a demanding role for  the Committee to scrutinise such an emotive subject and a difficult decision. We’ve had a very full discussion and the recommendations we have agreed as a Scrutiny Committee will now be remitted back to the Executive Committee at their meeting next week for a decision.”


If the recommendations are agreed they will then be implemented. If they are rejected they will be taken to a future meeting of ‘full Council’.
