In Fife, strong partnerships exist between public bodies to improve the safety of the public.

The Multi Agency Public Protection Arrangements (MAPPA) Group works together to manage sex offenders. You can read more about the work of MAPPA at

MAPPA groups were introduced by Scotland in April 2007 but similar arrangements existed in Fife prior to their adoption.

The group, which meets weekly, comprises representatives from Police Scotland, Fife Council’s Criminal Justice Social Work, Local Services and Housing Departments, Scottish Prison Service and NHS Fife.

The fundamental aim of MAPPA is the protection of children and vulnerable adults. While risk can never be eradicated, the robust assessment and management of the offender is fundamental to the process and minimising that risk.  The responsible agencies have specialist teams of police officers, social workers, housing officers and health staff dedicated to this task.

While we can never eliminate the risk to the public, the shared process for managing sex offenders in Fife continues to significantly reduce the opportunity for reoffending.

The MAPPA legislation, and other options available, enable the responsible authorities to impose restrictions on travel, employment and accommodation.  Working jointly, the responsible authorities carry out regular risk assessments of all managed offenders including random and unannounced home visits. 

Fife Council's Criminal Justice Social Work Service is responsible for supervising sex offenders who are subject to statutory orders. Many of these have conditions that compel offenders to attend treatment programmes, reside at approved addresses or restrict contact with victims.
