Fife Licensing Board

Fife Licensing Board is an independent regulatory body by virtue of Section 5 of the Licensing (Scotland) Act 2005. The Board members are made up of local councillors and they must undergo training to be allowed to sit on the Board.

Function of the Board

The Fife Licensing Board is there to administer and determine applications for premises that sell alcohol to the public. They are also required to regulate certain Gambling activities within Fife.

Licensing Policy Statements

The Licensing Board is required to provide policy statements that set out how they intend to exercise its functions in terms of both Liquor Licensing and Gambling.  These can be viewed from the publications section on this page.
 

Licensing Policy Consultation 2018

To review the Licensing Policy Statement, a Consultation is taking place between 09/07/18 and 31/08/18. The Draft Policy along with the ADP Report on the Provision of Alcohol in Fife and the Area Profiles for Kirkcaldy, SW Fife, Glenrothes, Cowdenbeath, Dunfermline, Levenmouth & NE Fife can also be viewed in the Publications section of this page.

Consultation Events:
Fife Licensing Board is consulting on its view that there is an overprovision of off sales premises in the Cowdenbeath, Kirkcaldy and Levenmouth areas. 
Overprovision means that there are too many premises in a particular area. There is a link between the number of premises and levels of alcohol related anti-social behaviour, crime and disorder and health harms in the area.

We’re holding drop-in meetings in these areas to gather the views of local residents and business owners. The meetings will take place on:

Wednesday 15th August, 5.30pm – 7pm at Fife Renewables Innovation Centre, Ajax Way, Methil, Leven.
Friday 17th August, 4pm – 5.30pm in Large Committee Room, Town House, Kirkcaldy
Wednesday 22nd August, 5.30pm – 7pm at Brunton House, Cowdenbeath (access at the rear door only)

Our Licensing team will be on hand to provide information about what overprovision would mean for the area and to gather views on whether residents feel there is overprovision in the area or not.


Fife Licensing Board Annual Functions Report and Financial Report 

The Licensing Board is required to publish an annual report setting out how it has carried out its functions, summarising the decisions made and also a financial report on the Board's Income & Expenditure during the financial year. Attending a Licensing Board Meeting

When the Licensing Board has to consider an application, the applicant and any person who has made an objection or representation will be cited to the meeting to present their case before the Board makes a decision.

Prior to the Board meeting the applicant will receive a citation letter requesting their attendance and the letter will detail any issues that are required to be addressed at the Board.  If you are the applicant you will also receive copies of any reports or letters that the Board will take into account.
