Fife’s Education and Learning Directorate is the second largest in Scotland. We provide high quality education to children and young people, lifelong learning to Fife residents and build, support and develop community organisations.
The Education and Learning Directorate plays a key role in taking forward the wider aims of the council by :
- Raising attainment and achievement

In Fife we believe all learners should be encouraged to maximise their potential. Our education services are designed to meet the varying needs of all learners. We provide over 55,000 children and young people with a high quality, broad and balanced education every year to enable them to become confident individuals, responsible citizens, successful learners and effective contributors.
We work closely in partnership with our 142 primary schools, many with nursery classes; 16 stand-alone nurseries, 19 secondary schools and 6 special schools to continue to raise pupil attainment and achievement.
From Building Fife’s Future to Getting it Right for Every Child (GIRFEC), we are committed to continuous improvement and strive to improve the quality of provision and outcomes for learners.
Community Learning and Development
Within our communities, we develop and lead local partnerships with other public sector agencies including NHS Fife, Fife Constabulary, Fife’s colleges and voluntary organisations to address local community needs. There is an extensive asset base of halls & centres, and together with Fife’s Community Use schools programme there are numerous venues which support our delivery.
We deliver learning programmes and provide a range of opportunities and services for local people across Fife, with a particular focus on our priority areas. Our principal activities are in relation to :
- Young People’s Services – delivering childcare to support parents and Youth Work targeted at young people in the 13–18 age group to improve their core skills, learning, knowledge of health and lifestyle issues, and employment prospects
- Adult Education and lifelong learning – delivering literacy and numeracy programmes, English for Speakers of Other Languages, and locally accessible adult learning opportunities
Building community capacity – working with voluntary and community organisations to develop and grow and to access resources. Volunteer support, training and grant aid are used to improve the effectiveness of groups and contribute to community resilience and wellbeing.
