Employees may experience symptoms of stress arising from demands placed upon them from a variety of work-related and external sources.  The Council is committed to providing a healthy, safe and supportive working environment and acknowledges the importance of identifying and reducing workplace stressors.


 Position Statement:

Fife Council has adopted the Health and Safety Executive (HSE) definition of Stress, i.e.

"the adverse reaction people have to excessive pressure or other types of demand placed on them."

This definition makes an important distinction between pressure, which can be a positive state if managed correctly, and stress, which can be detrimental to health. Whilst our legal duties extend to the management of work-related stress, we recognise the potential for individual and performance impacts on our employees from stress arising away from work, and we will strive to provide access to suitable supports for our employees in those situations.


Fife Council will:

  • take reasonable measures to identify all workplace stressors, conducting risk assessments to enable elimination or control work-related stress, so far as is reasonably practicable.
  • Consult with Trades Union and other Safety Representatives on proposed Organisational or Service-level actions relating to the prevention of work-related stress
  • Provide training, information and instruction for all managers and supervisory staff in good management practices
  • Provide access to confidential support and counselling services to staff affected by stress caused by work or by external factors
  • Provide adequate resources to enable managers to implement our work-related stress management strategy.
