Policies and Procedures we must follow when buying from you

Rules and Procedures

Fife Council purchases goods, services, works and utilities from many different suppliers and contractors. Authority to make buying decisions is currently devolved to some Services, and others make their purchases through the Council's Procurement Service. The Procurement Service also provides specialist advice and support to all Council Services, however, there are rules which affect how the Council buys.

European and UK Law The range of legislation that defines how the we must procure includes; EU treaty principles, EU Public Procurement Directives, Public Contracts (Scotland) Regulations, Best Value Statutory Guidance and Equality Act 2010. There will be further regulations and guidance for us as a result of the Procurement Reform (Scotland) Act 2014.

The Council’s Constitution

The Contract Standing Order Scheme of Tender Procedures set out the procurement procedures that the we must follow. Some Services are able to make their own purchases in accordance with the Scheme of Tender Procedures.

Services which are able to make their own purchases:

Transportation - engage Contractors for: construction and maintenance of non-trunk roads, strengthening/replacing highway structures, road lighting, road safety improvements, flood prevention schemes, coastal works, bus shelter erection and cleaning, winter maintenance assistance, topographical surveys, site samples & materials testing. Use Consultants for: transportation studies, feasibility studies, design of roadworks, highway structures assessment, strengthening/replacement, coastal processes/protection, geotechnical requirements.

Building Services - procure all trades materials and labour needed to carry out necessary construction and repairs.

Property Services - procure construction works and services in non-domestic Council buildings and major construction works and services in Council housing.

Corporate Asset Management - responsible for the Council’s property strategy, planning/programming and delivery, undertaking new build projects and alterations to existing buildings.

Social Work - procure contracts for social care services and provide contracting support for adults requiring residential accommodation.
